THOUGHT OF THE DAY

===============

1. Foreign Direct Investment (FDI) inflows into the services sector
grew by over 46 per cent to 3.25 billion dollars in 2014-15 fiscal. It
was revealed by the Department of Industrial Policy and Promotion

The FDI in this sector has increased after government had taken series
of steps to improve ease of doing business and attracting domestic as
well as foreign investments. The services sector includes banking,

2.22 billion dollar.

However, the total foreign inflow in 2014-15 in the services sector
was low as compared to 2012-13 when it was 4.83 billion dollars. Apart
from services sector, overall foreign inflows in the country too have
rose by 27 per cent to 30.93 billion dollars during 2014-15 fiscal. In
2013-14, the foreign inflow was 24.29 billion dollars.

It should be noted that services contribute about 60% to India's GDP.
The other sectors where FDI inflows have recorded growth are
telecommunications ($2.89 billion), automobiles ($2.57 billion) and
computer software and hardware ($2.20 billion).

Increase in foreign investments will help to improve country's balance

World-Famous Buddhas of Bamiyan Resurrect in Afghanistan

World-Famous Buddhas of Bamiyan Resurrect in Afghanistan

Fourteen years after the Taliban dynamited the world-famous Buddhas of
Bamiyan, the giant statues were resurrected with 3D light projection
technology in the empty cavities where they once stood in Afghanistan.

The project was undertaken by a Chinese couple who used 3D laser light
projection technology to fill the empty cavities in the cliff in the
Bamiyan Valley in Hazarajat with Buddha's virtual images, 230 km
northwest of Kabul.

The couple - Janson Yu and Liyan Hu - were saddened by the destruction
of the two statues which were carved during the 6th century and
decided to undertake the project.

They took permission both from the Afghan government and UNESCO to
bring the statues back for one night only in the empty cavities in the
cliff.

The event on June 7 saw projectors displaying huge holographic statues
of the exact size of the precious cultural monuments that were lost,
accompanied by music.

"The projections were not widely publicised, but over 150 people came
to see the spectacle. Crowds remained well into the night and some
people played music while others looked on," a journalist, who
witnessed the show, was quoted as saying by The Atlanic.

Both Standing Buddhas - 115 ft and 174 ft tall - were carved out of
sandstone cliffs and stood at one point painted and gilded. They
managed to survive for more than 1500 years.

But the Taliban dynamited and destroyed them in March 2001 as part of
a campaign to remove all non-Islamic art from Afghanistan.

The statues were among the most famous cultural landmarks of the
region, and the site was listed by UNESCO as a World Heritage Site
along with the surrounding cultural landscape and archaeological
remains of the Bamiyan Valley.

Japan and Switzerland, among others, have pledged support for the
rebuilding of the statues.

for their voluntary donations.

Bibek Debroy Committee

Bibek Debroy Committee on the restructuring of Indian Railways has
submitted its final report to the Union Ministry of Railways.

The committee has suggested measures for restructuring the Railway
Board and its departments so that policy making is separated from
day-to-day operations.

Recommendations of Bibek Debroy committee

Establishment of an independent regulator Railway Regulatory Authority
of India (RRAI) with a separate budget and to be independent of the
Ministry.

RRAI will decide on tariffs to revamp the cash-strapped railways.

Railway Budget should be phased out with gross budgetary support to
Indian Railways.

There is need to improve the internal resource generation and explore
varied methods of financing but also to improve utilisation of
available resources.

No privatisation of Indian Railway but allowed participation of
private sector in the railway projects.

Separation of activities like running of hospitals, schools, real
estate development, catering, manufacturing of locomotives, coaches
and wagons from the core business of running trains.

State governments should be asked to entirely fund the Government
Railway Police (GRP).

General Managers should have the freedom to choose between private
security guards and RPF for security on trains.

The recommended changes should be implemented only by Union Railways
ministry in the first five years including the resolution of the
social cost issue.

Background

Union government had constituted the high-level committee in September
2014 to restructure the Railways and suggest ways for resource
mobilisation.

It was seven-member panel headed by eminent economist and NITI Aayog
member Bibek Debroy.

The other 6 members are former cabinet secretary

Indian Nuclear Insurance Pool (INIP)

Union Government has launched an Indian Nuclear Insurance Pool (INIP)
of 1,500 crore rupees as per the mandatory provision under the Civil
Liability for Nuclear Damage Act (CLND), 2010. It was announced by
Minister of State (MoS) in the Department of Atomic Energy Jitendra
Singh in New Delhi.

With this launch, INIP became 27th nuclear insurance pool in the world
that managing nuclear liabilities and India has joined an exclusive
list of countries having nuclear pools.

The pool will address third party liability insurance in a bid to
offset financial burden of foreign nuclear suppliers under the CLNDA,
2010.

The pool is set up by General Insurance Corporation (GIC) of India and
11 other non-life insurers. They are New India, Oriental Insurance,
National Insurance and United India Insurance from the public sector
apart from private insurance companies.

Why the INIP is formed?

**A clause in the CLND Act empowers the operator the Right to Recourse
and allows it to sue the suppliers in case of any accident. This was
seen as a major hindrance to the growth of the nuclear industry. These
concerns led to the formation of the nuclear insurance pool.

Implications of INIP

**To deal with management of cover to both operators and suppliers on
behalf of all direct insurance companies participating in the pool.

**INIP will offer policies on the nuclear operators liability
insurance policy and a nuclear suppliers' special contingency (against
right to recourse) insurance policy.

**Address third-party liability insurance and later expand into
property and other hot zone i.e. inside reactor areas risk. It should
be noted that at present it only covers cold zones (outside reactor
areas).

**Provide the risk transfer mechanism to the operators and suppliers
to meet their obligations under the CLND Act.

Philae comet lander

Philae comet lander has taken on the surface of Comet 67P
(Churyumov-Gerasimenko) from seven-month hibernation.

It was announced by European Space Agency (ESA) after the comet lander
managed to communicate with Earth for more than a minute.

In November 2014, Philae comet lander had created space history by
becoming first to probe landed on a comet. The historic feat was
achieved after it was dropped on to the surface of Comet 67P by its
mothership Rosetta.

After successfully landing on the comet it had worked for 60 hours and
had conducted experiments and transmitted that data to Earth before
going into hibernation after its solar-powered battery ran flat.

Probe resumed its communication on 14 June 2015 by sending about 300
packages of data to Earth via its mother ship Rosetta which is still
orbiting the comet.

Timeline of Philae's journey

1. March 2004: ESA's unmanned probe Rosetta was successfully launched
from Kourou, French Guiana.

2. February 2007: The probe carries out a close flyby of Mars.

3. September 2008: Probe successfully passes close to an asteroid 2867
located 400 million km from Earth.

4. July 2010: The probe transmits first pictures from the largest
asteroid ever visited by a satellite Lutetia in between Mars and
Jupiter.

5. August 2014: It swings alongside comet 67P situated in between the
orbits of Mars and Jupiter.

6. November 2014: Philae lander successfully lands on comet after it
is released from Rosetta.

Middle East Respiratory Syndrome (MERS)

As per recently published study, camels aged less than four years
might be a major source of Middle East Respiratory Syndrome (MERS).

The study was published in the journal Emerging Infectious Diseases

The research study was undertaken by international team who had looked
for evidence of current or past infection in more than 800 dromedary
camels (also called Arabian camels).

In this study researchers have found out that

**More than 90 per cent of camels were infected by MERS virus the age
of two and virus shedding was more common in calves than in adults.

**Changes in animal husbandry may reduce the occurrence of human MERs
infections.

**Dromedary camels that are living in the Middle East have antibodies
that recognised MERS virus protein which is a strong sign of past
infection.

**However the spread of MERS virus in humans is still unknown but it
might spread due direct contact with body fluids from infected camels.

**Alternatively, it might have spread by drinking unpasteurised camel
milk and possibly by transfer through the contaminated virus present
in the saliva of an infected calf to their mothers.

Facts about Middle East Respiratory Syndrome (MERS)

**MERS belongs to the family of coronaviruses which includes large
family of viruses such as common cold and Severe acute respiratory
syndrome (SARS).

**It was discovered in 2012 and was mostly centred in Saudi Arabia.
But cases might have occurred before.

**Source: MERS is a betacoronavirus derived from bats. Camels have
shown to have antibodies to MERS, but the exact source of infection in
camels has not been identified.

**Transmission: It can be transmitted from infected person to others
after close contact via a respiratory route. It spread's in droplets
when an infected person coughs or sneezes.

**Symptoms: fever, breathing problems, pneumonia and kidney failure.

**Treatment: Till date there is no vaccine available to prevent it.

Decision in this regard was taken after RBI had revised the extant
guidelines for subscription to the chit funds in consultation with the

chit funds by NRIs will be mandatorily brought in through normal

from NRIs on non-repatriation basis. It will be permitted by the
registrar of chits or an officer authorized by the state government in
accordance with the provisions of the Chit Fund Act, 1982.

International Finance Corporation (IFC)

The International Finance Corporation (IFC) is an international
financial institution that offers investment, advisory, and asset
management services to encourage private sector development in
developing countries. The IFC is a member of the World Bank Group and
is headquartered in Washington, D.C., United States. It was
established in 1956 as the private sector arm of the World Bank Group
to advance economic development by investing in strictly for-profit
and commercial projects that purport to reduce poverty and promote
development. The IFC's stated aim is to create opportunities for people
to escape poverty and achieve better living standards by mobilizing
financial resources for private enterprise, promoting accessible and
competitive markets, supporting businesses and other private sector
entities, and creating jobs and delivering necessary services to those
who are poverty-stricken or otherwise vulnerable. Since 2009, the IFC
has focused on a set of development goals that its projects are
expected to target. Its goals are to increase sustainable agriculture
opportunities, improve health and education, increase access to
financing for microfinance and business clients, advance
infrastructure, help small businesses grow revenues, and invest in
climate health.

The IFC is owned and governed by its member countries, but has its own
executive leadership and staff that conduct its normal business
operations. It is a corporation whose shareholders are member
governments that provide paid-in capital and which have the right to
vote on its matters. Originally more financially integrated with the
World Bank Group, the IFC was established separately and eventually
became authorized to operate as a financially autonomous entity and
make independent investment decisions. It offers an array of debt and
equity financing services and helps companies face their risk
exposures, while refraining from participating in a management
capacity. The corporation also offers advice to companies on making
decisions, evaluating their impact on the environment and society, and
being responsible. It advises governments on building infrastructure
and partnerships to further support private sector development.

The corporation is assessed by an independent evaluator each year. In
2011, its evaluation report recognized that its investments performed
well and reduced poverty, but recommended that the corporation define
poverty and expected outcomes more explicitly to better-understand its
effectiveness and approach poverty reduction more strategically. The
corporation's total investments in 2011 amounted to $18.66 billion. It
committed $820 million to advisory services for 642 projects in 2011,
and held $24.5 billion worth of liquid assets. The IFC is in good
financial standing and received the highest ratings from two
independent credit rating agencies in 2010 and 2011.

The World Bank and International Monetary Fund were designed by
delegates at the Bretton Woods conference in 1944 and the World Bank,
then consisting of only the International Bank for Reconstruction and
Development, became operational in 1946. Robert L. Garner joined the
World Bank in 1947 as a senior executive and expressed his view that
private business could play an important role in international
development. In 1950, Garner and his colleagues proposed establishing
a new institution for the purpose of making private investments in the
developing countries served by the Bank. The U.S. government
encouraged the idea of an international corporation working in tandem
with the World Bank to invest in private enterprises without accepting
guarantees from governments, without managing those enterprises, and
by collaborating with third party investors. When describing the IFC
in 1955, World Bank President Eugene R. Black said that the IFC would
only invest in private firms, rather than make loans to governments,
and it would not manage the projects in which it invests. In 1956 the
International Finance Corporation became operational under the
leadership of Garner. It initially had 12 staff members and $100
million ($844.9 million in 2012 dollars in capital. The corporation
made its inaugural investment in 1957 by making a $2 million ($16.4
million in 2012 dollars loan to a Brazil-based affiliate of Siemens &
Halske (now Siemens AG). In 2007, IFC bought 18% stake in the Indian
Financial firm, Angel Broking.

India's first lesbian ad

In one of those quiet touches that together make a roar against
ossified attitudes, India finally has its first advertisement
featuring a same sex couple. Ethnic wear brand Anouk, retailed on
fashion portal Myntra, has released an ad featuring two women
preparing to meet the parents of one to introduce themselves as a
couple.

It is a delightful ad, capturing the everyday lived-in-ness of this
couple elegantly.

In the first scene the woman whose parents are expected, let's call
her Radha, is getting ready. She moves around the room looking for an
earring here, a kaajal pencil there. The other one, Sita, has just
woken up and their interaction has the effortless quality of any two
women living together. They crack a joke about Radha's mother always
dressing her in orange as a child, making her look like a "damn
marigold in all my childhood pictures".

But from here, the tone shifts. Radha asks which earring to wear and
the way the Sita answers, with a little jab of the finger, is so
couple-y that you begin to wonder if something more than friendship
and roommate-ship is up. When Sita returns after a shower, she is
dressed in Radha's orange kurta and explains: "I want your mother to
like me." Radha shoots back: "My mother doesn't like girls in short
hair." "You only asked me to cut my hair," Sita complains and Radha
whispers seductively into her ears: "I like you with short hair."

It is so naturally and beautifully executed. The playful
coquettishness of Radha as she brushes her fingers against Sita's
face; the momentary hurt in Sita's eyes at the prospect of not being
liked by her lover's mother. But that's not where the ad ends. If you
thought this ad was good, it gets comprehensively better. Sita passes
through a moment of hesitation and asks Radha if she is sure about
going ahead with it, that is, meeting the parents and perhaps, thus,
outing themselves for the first time. "I am sure about us and I don't
want to hide it anymore," Radha says, and the duo smile and hug. The
phone rings, announcing the arrival of the parents.

This is a perfect ad. It achieves so much in its three-minute
duration. It shows you how normal same sex couples are and how very
similar really to straight couples (In deference to my more
politically inclined gay brethren who balk at such sinister displays
of domesticity, I humbly submit: Let us win the battle before us
first. We can fight for a gayer world later.). It shows you that in
spite of being in a loving relationship, social pressures continue to
force people to question if they are doing something wrong when all
they are doing is loving. And finally, it offers hope. To anyone
straight wondering what exactly the gays get up to, this ad gets it
right. To anyone gay questioning, this ad tells you it does get
better, so hang in there.

This is not the first time that an Indian ad has tried changing
prevalent attitudes. In 2013, Tanishq came out with an ad featuring a
woman who remarries in the presence of her daughter from the first
marriage. Dove, as part of a global programme, has been running the
"Real Women" campaign in India, showcasing women who are not
professional models and so do not represent an unnecessary beauty
ideal.

To be sure, Indian advertisements can also be dishearteningly
backward. An obvious case in point is the vast market of
skin-lightening products which are endorsed by the likes of Shah Rukh
Khan. While several complaints have been made in this regard with the
Advertising Council of India, and several strictures issued as well,
little has changed due to the strong demand for such products.

It is therefore wonderful to see an ad featuring a lesbian couple that
goes beyond its remit and incorporates other meaningful flourishes.
Radha is dark-skinned, tall and Tamil. Sita is shorter, light-skinned
and north Indian (an assumption since she speaks Hindi). They make for
such a natural couple not just because they share a real chemistry
that comes through even in the short duration they are on the screen,
but also because they are making a subtle political statement about
who they are and what they stand for, and how their height or the
colour of their skin does not matter a damn to them.
